October 22, 2008: The long-awaited New Jersey Energy Master Plan has been released. To paraphrase the executive summary, "This Energy Master Plan (EMP or Plan) proposes a road map to guide us toward a responsible energy future with adequate, reliable energy supplies that are both environmentally responsible and competitively priced. Building that future will require not only long-term actions, but also immediate investments that will help to ease our energy costs in the short term, create jobs, grow clean energy businesses, and establish the clean energy industry as a cornerstone of the State’s economy." October 15, 2008: Governor Ed Rendell signed off on House Bill 2200, Pennsylvania's initiative to encourage energy conservation in the state. Utilities are now in the process of developing their plans to implement this initiative, which will kick off in 2009. Stay tuned for a feature article on how to take advantage of this ambitious program.

June 1, 2008: Major New Jersey electric utilities PSEG, Alantic City Electric Company, and Jersey Central Power & Light increased electric generation rates effective June 1. This coincides with the implementation of higher summer rates, which will substantially affect electric billing for electricity-intensive businesses.

Several major Pennsylvania electric utilities, including PPL Utilities and Met-Ed, followed by PECO Energy, will be removing deregulation rate-capped generation rates beginning in January 2010 (PECO in January 2011). What this means for electricity users in the Philadelphia, Allentown and Reading areas is an expected substantial hike in electricity costs and in some cases, introduction to volatile market-based pricing of electric generation. If your business is located in central or eastern Pennsylvania, you need to be prepared for substantial cost increases, and know what choices you have regarding alternate suppliers and your local electric distribution company's electric pricing after the rate caps are lifted. GROUND SOURCE HEAT PUMP CONFERENCE: On June 24, 2008, I attended a 1-day conference on ground source heat pumps (GSHP) held by the American Ground Water Trust. This program highlighted the state of affairs with regard to this energy-efficient method of heating and cooling homes and businesses. I took from this conference the following information: The lack of trained installers and motivated design professionals is holding up the growth of GSHP installations in New Jersey. The State offers financial incentives for installing GSHP systems, and the favorable economics should make it one of the most economical of the "green" technologies out there. PHFA MULTI-FAMILY HOUSING ENERGY CONSERVATION MEETING : On Wednesday, September 18, 2008, I attended a 1-day meeting hosted by the PA Housing Finance Agency saving energy and money with energy costs in multi-family housing. This program, which was applicable to any multi-family housing facility in the region, was right on-target with what owners can do to lower utility and fuel costs, as well as water consumption.
